IOBs policy is that the Turnitin report should not show a level above 25%, this excludes cover sheet and bibliography. If a student receives a similarity level above 25%, they should check report to see how much is attributable to cover page and bibliography in their submission, these two items are not relevant and will be disregarded by the examiner when correcting.
